SMS Stadium Lacks Safety Standards, Report Warns of Hazards and Risks

The Fate of SMS Stadium Hangs in the Balance

As the IPL 2026 season approaches, the future of Rajasthan Royals’ traditional home ground, Sawai Mansingh (SMS) Stadium in Jaipur, remains uncertain. Stadium authorities are under pressure to address serious concerns raised by a recent independent audit report, which has highlighted critical safety issues that could jeopardize the venue’s ability to host large crowds safely.

The Royals commissioned a comprehensive third-party assessment through Tata Projects to investigate long-standing safety concerns. The findings of the 700-page report have confirmed what the franchise had suspected for years: significant deficiencies in life safety, structural integrity, and statutory compliance. According to a source close to the matter, the stadium fails to meet minimum safety standards across all parameters.

Key Safety Issues Identified

The audit uncovered several high-risk and critical safety issues, including:

  • Severe fire and life-safety lapses, such as the complete absence of dedicated fire escape routes in VIP areas.
  • Major sections of spectator stands exceeding their design life.
  • Inadequate exit provisions.
  • Poor earthing systems.
  • Elevated risks of fire and electrocution.

These issues form just part of a lengthy list of deficiencies identified in the report. The audit was conducted according to national regulatory codes, including the National Building Code, National Electric Code, Fire Code, and Safety Code in Sports Ground.

A History of Concerns

Interestingly, the Rajasthan Royals had already raised concerns about the stadium’s safety last year. On June 2, barely two days before the tragic stampede in Bangalore, the franchise wrote to the Rajasthan State Sports Council (RSSC) requesting permission to conduct an audit to evaluate the stadium’s structural integrity and overall health.

The letter stated that the franchise wished to engage a competent agency and expected the test to take three to four weeks. Following up on this request, the franchise sent another letter to the RSSC on September 12, formally initiating a comprehensive safety review and emphasizing the urgency of the matter, citing the RCB incident as a reason for proactive measures.

The RSSC granted permission on November 28, and the audit was conducted from December 25 to January 26.

Government Response and Assurance

In a show of support for the stadium, the Rajasthan chief secretary, V Srinivas, wrote directly to BCCI secretary Devajit Saikia, assuring top officials that spectator safety and security remain the state government’s highest priority.

The letter emphasized that the safety and security of spectators is paramount and stated that there is no issue concerning the safety, security, or structural integrity of the stadium infrastructure. It also mentioned that a high-level committee was formed to examine all aspects related to the stadium’s safety and security. This committee included senior professors from MNIT, senior officials from the Government of Rajasthan, engineers from the Public Works Department (PWD), and other domain experts. The committee found the stadium to be fully safe and secure, though it made some suggestions for minor improvements.

Addressing the Concerns

Despite the government’s assurances, the RSSC chairman, Neeraj K Pawan, acknowledged that the issues identified are largely minor in nature and can be addressed promptly. He outlined several necessary fixes, including:

  • Repairing and upgrading fire exits.
  • Strengthening structural safety in the South Block.
  • Refining the evacuation plan.
  • Replacing outdated floodlights.
  • Fine-tuning seating arrangements.
  • Improving alleys, walkways, and entry-exit points.

Pawan added that the authorities have ample time and resources to complete these works before the IPL season begins.
