The Oversight Board has once again raised concerns about Meta's approach to managing AI-generated content. This time, the board is pushing for significant changes, including the creation of a separate set of rules specifically for AI content. These rules should be distinct from Meta's existing misinformation policies and include clear guidelines on labeling and penalties for non-compliance.

The recommendations come in response to an AI-generated video that circulated last year, which falsely depicted damaged buildings in Haifa, Israel, during the 2025 Israel-Iran conflict. The clip, which gained over 700,000 views, was posted by an account claiming to be a news outlet but was actually operated by someone in the Philippines. When the video was reported to Meta, the company initially refused to remove it or add a "high risk" AI label. The Oversight Board later overturned this decision, emphasizing that the incident highlights critical gaps in Meta's current AI policies.

"Meta must do more to address the proliferation of deceptive AI-generated content on its platforms, including by inauthentic or abusive networks of accounts and pages, particularly on matters of public interest, so that users can distinguish between what is real and fake," the board stated in its decision. Following the board's intervention, Meta eventually disabled three accounts linked to the page after identifying "obvious signals of deception."

Key Recommendations from the Oversight Board

One of the primary recommendations from the Oversight Board is that Meta establish a dedicated rule for AI-generated content that is separate from its misinformation policy. This new rule should outline specific requirements for labeling AI content and detail how Meta will penalize users who violate these guidelines.

The board also criticized the current implementation of Meta's "AI Info" labels, stating that they are not robust or comprehensive enough to handle the volume and speed of AI-generated content, especially during conflicts or crises. The system relies heavily on self-disclosure of AI usage and infrequent escalated reviews, which the board says is insufficient for today's challenges.

Additionally, the Oversight Board urged Meta to invest in more advanced detection technology capable of reliably identifying and labeling AI media, including audio and video. The group expressed concern over reports that Meta is inconsistently applying digital watermarks to AI content created by its own tools.

Meta's Response and Broader Implications

Meta has not yet responded to the Oversight Board's decision, but the company has 60 days to formally address the recommendations. This is not the first time the board has criticized Meta's handling of AI content. It has previously described the company's manipulated media rules as "incoherent" and criticized its reliance on third-party fact-checkers and other "trusted partners" to flag problematic content.

In this case, the board noted that fact-checking organizations have reported that Meta has become less responsive to their outreach, partly due to reduced internal team capacity. The Oversight Board emphasized that Meta should be able to independently assess the harm caused by AI content rather than relying solely on external partners to bring issues to its attention.

While the Oversight Board's decision relates to a post from last year, the issue of AI-generated content during armed conflicts has gained renewed urgency with the recent clashes between the U.S., Israel, and Iran. Since the start of the strikes on Iran earlier this month, there has been a sharp increase in viral AI-generated misinformation across social media platforms.

The board, which has previously expressed a desire to collaborate with generative AI companies, included a recommendation that appears to apply broadly beyond Meta. "The industry needs coherence in helping users distinguish deceptive AI-generated content and platforms should address abusive accounts and pages sharing such output," it wrote.
